I'm guessing there is a miscommunication between us. I'm not saying that kigurumi and 3d anime are nothing alike, but the source for the design is always the drawing or a render, which doesn't have to account for entire human head fitting inside. This is all usually created and proportions as well as the geometry are based on the artist - not the original drawing or render. The way it "might" look is not always how it "will" look in the final creation. Every artist is different and it's up to the concept/blueprint/topology artist to collaborate with the 3d artist (if not the same person) to create something as close to the original interpretation as possible. In this scenario it's easy to see that yes they have somewhat scaled the head and neck/shoulder armor larger. But this can be changed whenever. I assume this is what they wanted it to look like as in most 3d model polish passes there would have been some mention of it not looking quite right. The animation and rigging of the bones is actually pretty good. I'm seeing a lot of exaggeration in the poses without much clipping or mesh distortion. I actually don't see any rigidness in this at all - so I have no idea what you are on about.
