  I let it run for a while and it seems like it aborts a test of an individual for no apparent
  reason. The red dashed circles are not hitting terrain. When I first started it, it seemed to
  only end an individual run when that happened.

  It's not broken.
  Its designed to create the most effective vehicle as quickly as possible.
  If it creates a very stable but slow machine, that would never fall, it wouldn't evolve to a
  faster machine. Thats why it restarts after a certain amount of time.

  Yes, it will continue to evovle.
  Its just that the in the end the change is so small, so it wont seem noticeable. If you have it
  open in several tabs, you will see that the shape it'll end up as is more or less random, but in
  theory they should all become the same shape if you leave it running for long enough. Or rather,
  its the terrain that determines the shape.
