This test series was in 1951 and it wasn't until 1954 that sheep ranchers started suing for the damages to their flocks in lambing season. The scientist didn't think that alpha emitters could be that damaging as alpha radiation is easily stopped by anything as thin as paper but is highly damaging internally. And there was a 'need' to develop tactics for the envisioned nuclear battlefield that thankfully never happened.

Nobody was going into the epicenter of these blasts, but they were being trained close by, as the footage demonstrates. Army needed to know how or if ground troops could fight in proximity to nuclear blasts during the cold war. Everyone already knew that walking into the epicenter would likely kill you in a few minutes to hours based on the radiation dose. Many of them did eventually get cancer years later, the long term effects wee what was unknown. There are still many American solders alive now who took part in the tests.
